Violation of an act enumerated in 9th Schedule

Sir,
An act (state tenancy act) enumerated in 9th Schedule is being Violated by the land registry dept. by taking bribe. So, in this regard where shall I complain/inform either to state govt. or law commission or to HC or SC? What are the proof shall I collect? Actually I am not being affected but it will lead to gross litigation and in fact leading. This is affecting the buyers of land. But due to illiteracy or lack of awareness of land laws, they are getting registry done by bribing the officials.

It is better to awaken general people rather making complaints without proof. It is seen various times that sufferers deny having given any bribe when some other person make complaint for them. People should be made courageous so that they may fight their own battle and may associate others in this process. Higher Administrative officers and courts can help such persons subject to their coming forward for their legal rights.

As per my view Writ petition could not file against Registrar. So Appeal to higher authorities or to Civil Court.If there is violation then shall take action.
