Dear sir,

Can a person go outside India, if he is out on bail. How does the office issuing visa get information that the person is out on bail.

usually at the time of bail,sometimes conditions like restriction of travel with in the country and abroad are mentioned.

unless no restrictions are mentioned,he can travel abroad.

IF THERE IS NO RESTRICTIONS/CONDITIONS ARE IN BAIL ORDER HE CAN TRAVEL ABROAD.

Court records of bails granted in the country, may not be practically possible for the Embassies to know that any Visa applicant is on bail or not !
You have to careful about complying with conditions of Bail, while planning for travel !

if there is no condition imposed in the bail order then he can travel abroad.

If there is no conditions to travel abroad ,then it won't affect in issuing VISA.
