whether the manager of private sector bank is public servant under section 2 of Prevention of Corruption Act ?

Definitely. Manage of private sector bank is not permitted to hold license to make corruption unchecked under the law of land. Even a private person assisting therein is liable to be prosecuted under this act.

No one has license to make corruption, so he is also liable to prosecution under this Act.
