pls provide me with some details of The Right to Recreation act for children.

The chairman in his official capacity can not take any individuate decision unless the same is vetoed by majority decision in the committee.
If it is the majority committee decision then you can raise dissolute with the Registrar, cooperative society so he cna pass reasoned order.
