The information for others account can not be asked.
Information can be sought only from Public sector Bank.
If the Public sector Bank is not providing information, file first appeal.

If your Branch is not giving the required information, meet the dealing officer / Branch Manager and even if the position is same send e-mail / complaint to Regional Manager / General Manager / Chairperson.
You can ask for internet Banking facility for your account (being given free) and from the details / statement from this facility you can find the code no. of the Branch from where the cheque was paid. Search net from code or ask from Branch or 1800112211 (toll free). (Be careful regarding misuse of internet banking if details shared with any other.)

If you are account holder, the bank should provide the details of transactions, where, when (the date) etc., as desired by you. File an application to the Manager of the Bank concerned mentioning the particulars which you desired to have. For this RTI application need not be filed, since you are seeking information relating to your account.
