IF A BUILDER CHARGE INFRASTRUCTURE CHARGES IN BOOKING FORM IS THIS LEGALLT CORRECT CAN FUTURE LITIGATION CAN OCCUR , WHAT DOES THIS MEANS IN AGREEMENT

If the builder is not charging infrastructure charges (included in the base price or not is to be determined)what else he had been asking? Is infrastructure charges a separate head?
Show the agreement document to a local lawyer for proper opinion and advise.
