Adjournments in land acquisition and payment of compensation

Our plot of land in an approved layout has been taken over in 2004 by SIPCOT but no compensation has given and the amount of award has been notified . Writ petitions are pending in the Madras High Court and adjournments have been taken by the respondents repeatedly. Many of the petitioners are senior citizens.
Under these circumstances I seek expert advice how to move forward.
