After having llb special degree, enrollment not given by bar council of india

Respected All,

I passed my B.com (M.S.University) in 2005-06 with 44.66%, then i took an admission in LLB 1st sem (S.P.University)in June-2010.

I cleared my LLB in June - 2012 and LLB.Special in June - 2013.

Then I applied for enrollment as advocate to practicing as Advocate in june'13.

After a long time, i came to know that: "Bar council of india is not ready to give me enrollment, due to (Legal Education Rule - 2008) rule 7, i.e: minimum percentage is 45% at the time of admission in LLB. (Same rule gazette produced by bar council dated March'2009)

Now i filed SCA in Gujarat High Court.

I need a guidance for the same. Kindly suggest.
