Mr. X purchase Mhada Room in 1973 Joint Family

Now he is ready to hand over this room to his Uncle's son

What is the procedure of transfer ?

Is it necessary draft a Sale Deed and stamp duty has to be paid ?

Transfer fees of Mhada will be paid but what about Stamp Duty ?

gift deed can be made .it has to be stamped and regd .
