Employer donot intends to sign on epf documents

One of my friends was employed in a healthcare organization for about one and half years. He resigned from his post a month before. But intentionally, the employer donot intend to sign on the EPF Documents of the said employee which is essential for EPF Claim.
Please suggest what to do ?

non attestation of claim form is criminal offence. You have to make formal complaint to the RPFC.

Issue notice to the employer. Make complaint to RPFC.

Lodge complaint with the PF Commissioner. It is indeed a criminal offence.
