Lease and license

I have finalized a flat in Pune in which we had to sign the lease and license agreement on today but due to some problem I rejected the same deal. Now my landlord is asking for charges of 4500 that has been incurred by him. Is it the right amount that I should pay? Please advise. This flats was in Pune with rent of 15k and deposit amount of 50k. He is saying that 4.5k needs to be paid to his lawyer.

BAR COUNCIL OF MAHARASHTRA AND GOA, Ref No. Gen/ Admn/ 1829 prescribed Minimum Fees of Advocate IN CIVIL MATTER "Agreement of lease or Licence as Rs. 5,000/- for Advocate above 10 yrs practice, and Rs. 3,000/- for Adv upto 10 yrs practice."
So Lawyers fees is justified.[Pune area]
If he demand Brokerage of 2 months , will cost you 30k+ If he had used Stamp Papers, may add few K, for wastage of Stamp Paper.

The fee is much more in Punjab & Haryana so be happy.
