I have two queries regarding new flat in Bangalore:
(i) Is it ok, to stay in a flat that a person has bought from the apartment builder, without getting Occupancy Certificate.(Obviously many of the apartments in Bangalore are doing this)
(ii) Is it ok, to pay the property tax without getting O.C.

it is your call . we dont advise buying a flat which has no OC . you wont get muncipial water connection . you dont know what irregularities have been done by builder . if building is unauthorised it can be demloished too .
dont take a chance with your hard earned money

Thanks Ajay for the reply.
The thing is that most builder even reputed ones do not give/show oc before buying the property.
Customers normally check for clarity of documents and go ahead.
In our case the we have electricity connection and also loans are provided by hdfc lic etc..
I guess(not sure) hdfc/lic etc. will not provide loans to unauthorized buildings.

Your guess is proper. As we here are law experts so our advice shall be based upon law only. Whatever illegal practice is going on, is a matter between the builder and the purchasers.
