Acquisition of land by lessee

Can land be purchased by a lessee(such land of which he is a lessee)n govt is lessor under Maharashtra Land Revenue Code 1966?

If Yes, then whats the procedure by which the lessee can acquire such land?

If lessor agrees then only the lessee can purchase the leasehold interest.

It depends upon the lessor/seller to decide how to sale the land to lessee. govt. has its own way to do such things.
