Is VAT applicable in West Bengal on rental of computers on monthly basis ?

Thanks Sir,
But I have been advised under right to use rule it is applicable, can you elaborate it with substance so i can convince assessing officer ?

VAT is applicable since it will fall under "Right to use" which is a deemed sale.
