What law governs private museums ?

(Querist) 14 March 2013 This query is : Resolved 

Recently I have been approached by a client who is interested in setting up private museum of ancient objects. He does not intent to earn profit from it and want everything to be legal.He may charge a nominal fee or may not charge also. He possesses certain ancient objects also.

Which are the concerned authorities ? which licensens/permissions need be taken in this behalf

please guide !
