Attempt to commit suicide is an offence u/s 309 of IPC. The punishment of this offence is simple imprisonment for a term which may extend to one year,or fine, or both.

Yes ....true..It is attempt which is punishable.
Surely if one makes suicide then he is above punishment of any kind.
