Dear experts,

I have got an interesting problem.
1.Whether the government for appointment of its posts, can fix quote between Direct Recruitment and Promotion?

2. Whether it can have three modes of appointment i.e., Direct recruitment, promotion and one more, BY TRANSFER FROM LOWER CADRE basing on higher educational qualification?

I shall be highly obliged for some Apex court citations.

The CCS rules provide for them. Generally recruitment is done at the lowest rung of the cadre. Higher positions are filled up by promotion as these require a certin amount of practical experience of the office.
