Land alloted to government 5 years back....

Dear Sir
my father (illiterate)had given a piece of land to govt here in the state of Sikkim in the lure of good return in cash.. the government constructed a public building in the said plot of land without acquiring the said plot of land through legal process, making any blue print and other legal documents. the Said plot of land is still in my father's name and no mutation have been done yet. i was studying outside my state then and was unknown about any kind of law.
1.Now i want to challange the said acquisition of land by the government in the court. What would be my position.
2. No electricity connection has been made in the said building till date but some people in the vicinity are trying to connect line as they hold some small shops there. So how can i stop them legally from connecting line? Kindly Help

First clarify the nature of transfer of the land in favour of the govt.

It is not a donation..transfer of the said plot of land is yet to be done......we have not given our consent....no registration of land in the name of department yet.

if there is no legalprocess this acquisition is illegal and you can challenge and file a case against the dept. before the court of law.
