S. 188 crpc:prior permission of central government

It is not clear from which Ministry of the Central Government (or its section/department) the prior permission to prosecute an offence covered by S. 188 CrPC should be obtained. Neither Thota Venkateswrlu case (2012) nor any other source gives a clue. Can somebody please throw light?

Dr.Rao,
The permission has to be granted by the General Administration Dept. of the Ministry of Home Afairs.

I think it is the ministry under which the govt. servant is working. e.g. the labour ministry/department if the officer is working in Directorate General Employment and Training.
