Where to made grievances for non paying salary

My friend works in Govt Hospital and there are around 55 contract Workers which has been employed by contractor to provide services to the hospital and was paid just Rs 5,000 p.m but took signature for Rs 7500 p.m and for last 2 months they have not been paid salary for last 2 months
Kindly inform where they could approach for their grievances..They also fear of loosing their job if they made complaint to any one

The administration of the hospital is duty bound to ensure that proper wages are paid.

You have not mentioned about PF & ESI evasion which is not in the jurisdiction of the Labour Commissioner.


Please also intimate if the Hospital as well as the contractor have the requisite license / registration required under contract labour act?


BE SURE THAT THE VICTIM EMPLOPYEES WILL NOT COOPERATE. After all it is the least meritorious employee who joins through contractor and fear of losing job is more on his mind. Without their cooperation you achieve nothing.

You can approach the labout commissioner of your locality to file a complaint against the said contractor for non payment of salary.

The Hospital, as the Principal, is duty bound & vicariously liable to ensure payments to staff, even if they are employed by a contractor. Your case falls under the category of illegal labour practice.
Inform the Head of the Hospital, whatever may be his designation & if there is no redressal, approach the Labour Commissioner of the area.
