You can apply before the Registrar of Birtha and obtain a No Records available Certiifcate /endorsement that Date of Birth is not Regisatered

The Delay recordign of Date of Births will be only by the orders of the Competenant Authority

With No Record availbel Ceritifcate issued by Births Registrar file a Petrition before the RDO to direct the Registrar of Births to Register the date of Birth , and on such order for recordign the date of Birth, the Registrar Will regist the Date of Birth in his Registers and then you can obtain the Date of Birth Certificate
