Appeal admission procedure state consumer forum

1) any scrutiny is done at the registry of the state forum,before a case is registered for appeal?

2) can the registry reject the filing of appeal? if so on what grounds?

3) any pre screening of the ground/content of appeals done at the registry?

Appeal can only be filed in STATE CONSUMER

COMMISSION and not in CONSUMER FORUM.
