Whether the sale deed regarding the property situated in Haryana can be executed and registered in Delhi if so, where?

No the property cannot be registered in Delhi

The law of registration has been recently amended. On account of this u cannot register sale deed of Haryana Property in Delhi. U should register it with the Sub Registrar's Office in whose jurisdiction the property is situated.
