in case when head office management/ board of a company delegates powers of transfer and termination to regional managers, is it necessary for the management to inform all workers and also their recognized bilateral unions - disputes arising in what sections

There is no such requirement that the Management should inform either the workers or the recognized unions about who has been delegated the authority.

In my view there are two view one is legal (for which I agree with the opinion of Mr.Ramachandran) otherwise keeping in view the practicality of situation there is no harm if the same is communicated down the line for future ready reference.
