Sanction to file criminal case against police officers

in tamil nadu is it necessary to get previous sanction to file a private complaint against a Inspector of Police..?

Thank u arunagiri sir...
the inspector was doing an act in his official capacity.. but he has exceeded the limit what is necessary in that point of time and has brutally dragged a senior citizen aged about 70 yrs to his police jeep.. by seeing this i interfered and questioned him... then he has committed the act of abuse, assault and criminal intimidation against me... can i sue him without obtaining previous sanction..?
