How can I file complaint/petition in consumer court for consistently wrong and exaggerated elctricity bills. THese bills are not corrected despite repeated requests. Moreover the next bill adds on huge amounts of previous bills.

You can either engage a lawyer or visit the Consumer Forum where the officials are there to assist you to draft the complaint stating your problem.

It will be better to engage a lawyer where heavy stakes are involved.

the govt. has been advertising that anyone can approach consumer without a lawyer but when it comes to technicalities lawyer's presence is necessary.

Before approaching consumer forum, please explore internal customer grievance redressal mechanism of electricity company. It must have provided for appellate authority etc where you can plead your side without help of advocate.
