For cases in Tribunals which follow Natural Justice and are not bound by CPC, is it essential for applicant to file Affidavit along with Pleadings?

the fact is that the CPC is not binding upon tribunals (if the act provides so) but the principles contained there in are followed to certain extent.
affidavit is necessary along with the pleadings otherwise people may tend to file any frivolous petitions before judicial bodies.
affidavit is solemn affirmation to assert that whatever is said in the pleadings is true and correct. If found false then the consequences to follow.

Most of the Tribunals have their own rules and sets of procedure which they follow.

As rightly pointed out by Mr. Palnitkar, all the Tribunals have powers to make their own rules and procedures. If according to such procedures, filing of an affidavit is called for, then one has to file the affidavit.
