Bachat Gats are self help group for women empowerment by way of helping poor and needy woman earn their livelyhood through production and marketing of home products with the support of government schemes.

The Ministry of Finance on November 12 had announced that the payment of commission on Public Provident Fund (PPF) and Senior Citizens Savings Scheme (SCSS) will be discontinued, and agency commission under all other schemes (except Mahila Pradhan Kshetriya Bachat Yojana agents) would be halved to 0.5 per cent.

Bachat gat is peculiar for Maharshtra only and so Mr Nair is either from Maharashtra or visits there so he has clearly given the concept prevelant there.
