I have applied for passport at New Delhi regional passport office and police verification has also been done, but still i didn't get my passport as i didn't attach 10th passing certificate in it. The officials ask for it, but i missed/lost it sometimes back and have police FIR for the same. But the officials say , they can't proceed further without certificate. I have submitted copy of my driving license, PAN , voter card and all other required documents but still they are not satisfied. There must be some other affidavit which can do the needful. Please suggest , what should i do?

Sorry sir, I didn't get what you meant to say here.
Actually we went to passport office with FIR, but officials there said that FIR is not sufficient. I have 10th class marksheet but they are asking for 10th class passing certificate, which i have lost.

I read in passport form about Annexure'I' and annexure'J'.Would submitting them do the needful??

Even if you do not have the 10th certificate, you are eligible to get passport. You request the passport office to discard your 10th certificate xerox copy and process the application on merits of the other documents.

I met with PRO of the region in passport office and he said the 10th certificate is must as it has the birth date of candidate. I showed him affidavit, FIR and also told him that i can submit hospital birth certificate. But he wants only the educational certificate with birth date on it. Please suggest me the way.

I think you can't discard any documents which is already produced like mr.arunagiri's words. More over the tenth standard certificate is very important certificate to prove or support to your date of birth.. So just try to get duplicate copy for the same.
