CAN ANYONE DO PRACTICE AND LL.M(REGULAR COURSE)SIMULTANEOUSLY FROM A UNIVERSITY IN HIS CITY WHERE HE RESIDES AND DOES PRACTICE?

Yes. Practice does not come in the way of doing LL.M. But you have to take care of the Attendance requirements if any.

If you are employed and doing the LLM you can not practice as an advocate if you have already registered with Bar Council.

Yes LL.M. can completed while practicing but you need to manage your attendance.

Dear Anonymous, It is too much. Being a Law Graduate, you yourself can go through the Advocates Act and Bar Council of India Rules. Please do not expect others to do this kind of jobs for you.
