can i file case in court??

There is one property dealer.. altough one of our relative. he is harrasing my family in very means.. i have come to know that he has done forgery with three departments.. NDPL, DSIIDC, and water board.. to take connections and allotment.
i tried to complaint against him to these departments but any how he managed all, and they are not taking any action against him. may be to save some of their employees.
can i file case or writ in court, making these departments and him as party..?
i want to have criminal proceeding against him, coz he also do so with people to harass them and did the same with my family..

Yes you can, before filing the case collect all the documents. You can initiate criminal proceedings in Magistrate court.

You may file a criminal complaint against him in the court under provision of section 190 Cr.P.C.

I agree with Mr. Amit. First get the details of action being taken by the Department and then decide the nature of complaint to be filed in Court in consultaion withur Advocate.

i have been told by one ndpl legal officer and one jal board officer that i can persue a criminal case saying that he has done forgery with the said departments by making both of those departments as party. and they will in reply would accept that they have been cheated by him.. and in that way crminal proceeding can be done against him..
