The symbol of Indian rupees when legally accepted ?

Though it is legally accepted, I think the symbol still carries basic lacuna. It depicts only "Ra" and the symbol is a resemblance of US Dollars by the two horizontal lines. This is my opiion. I don't know as to how government has accepted this symbol.
