The 10 feet space behind the shop belongs to the builder and there is a recedency, so the shop owner can put a window there.

No. The shop owner may ask the builder to give an easement right for using that space.

If builder is ready in that case what we can do?

Then a registered deed for easement rights. consult a local DW/lawyer.
