Can tenant of pagdi property, gift it to his two sons via gift deed? If yes, then is it irrevokable?

Sir,
In Maharashtra a pagdi property is only a rental property and the tenant has no right of ownership on it and can not be gifted or bequeathed under a Will.

1. With a little twist, the "occupancy" rights can be duly Gifted irrevocably, BUT with the written consent of the Land-Lord /Property Owner.
