Regarding cancellation of flat after agreement money back

Sir i bought a flat... Done the agreement of that flat...but due to the delay of completion certificate the builder is not hand overing the flat...4 months of delay happened.. I paid agreement value n half of flat money also...now i want to cancel the booking n wanted all money back(half amount of flat which i paid n agreement value?...please help me to getting out from this......
