Mseb is giving extra bill without considering the actul reading giving extra bill contineously after one or two years months contineously. Can i approach to district forum on deficiency in service . If yes then on what grounds

The Bill is for actual consumption.

If you have noted error then you may in writing (under proper acknowledgment) point the errors and ask for refund.

If MSEB does not comply or satisfy you have a better and stronger case.
