New bike/document not registered 1 month passout

Hi,
I have purchase new bike on cash from dealer & at the time of purchase they have given me only cash receipt (that they have no setup of computer where the branch opened) i agreed, but later on continues calling, 2 personal visit to dealer office they have not only given me the registration number nor the bike documents, from 1 month only fooling me.

what action need to take.

File a case in consumer forum.
You can file case for cheating as well.

send legal notice to the dealer and the company. File consumer complaint.

Lodge FIR for cheating, if police does not lodge FIR file direct complaint u/s 156(3) against the dealer.
