hello sir
i born 26 january 1993 in sirsa haryana at a village .my family couldnot registered my birth with hospital.now i need it for passport .please explain procedure for obtaining birth certificate.

You can approach the concerned Magistrate Court under section 13(3) of the Registration of Birth and Death Act 1969, to direct the local authority to register your birth.
After the registration as directed by the Court in the register, you can obtain the certificate from the authority concerned.

BESIDES the above logical & legal solution:
A more simpler remedy is to represent to the local "village sarpanch" of the village Gram-Panchayat, to issue you a birth certificate duly signed by Sarpanch.
