Need speed breakers in our locality

Dear Experts,

Please advise me as there is a need of speed breakers with immediate effect as the junction is become an accidental prone. there is no traffic signal nor there is a traffic police to control the traffic. now the question is..

1. whom to address this problem?
2. under which law do I have to proceed?
3. will the transport dept will take this complaint and act as this is a national highway?
4. what if the there is no sign of relief within the stipulated time?
