Apartment association

Sir,
I am residing at newly builtup apartment in Bangalore and is still in completion stage. Not completed fully. I would like to know when we have to register apartment association with subregistrar. After Completion of the apartment or before and what is the procedure and cost incurs for registration.

builder will do so . after completion of building . coosts will be recovered from flat owners
