Court order copy

Dear All, we need your help. Few months back, we read in one of the newspaper that some court has passed a judgement where in it commented that even though the managing committee was not formed following the proper rules that committee can complaint for any illegality carried by developer or builder. Even the MC was not proper court has to check the intention of MC's complaint. something on that........we need the copy of said judgement or comments. Please guide where we can find it?
