2009 crpc amendment

I have read that under CrPC Amendment 2009, if a complaint is made for 498a, and police have no sufficent evidence againt accused then no arrests can be made. Is it rght?

generally cops investigate . if prima facie case made out against accused then cops will arrest you .

Agree, if prima facie case made out, arrest is done.
