Gpa stampduty registration

i had bought a gram panchayat property in karnataka in 2008.suddenly regn stopped @ that time.i have paid all the money to the party.now iam having a notarised gpa & an affidavit stating that full consideration of property is paid by party & i can register to any one.
1:should i do self registration on my name by executing gpa to avoid stamp duty?
2:should i register to any friend & pay the stamp duty twice?i.e. stamp duty for gpa & stampduty for registration?
please help as the seller of site is not agreeing to register the property.3:
also let me know if self registration may create any hurdles in future.

if you have paid full money an sale deed must have been entered into duly stamped . only registration was stopped but there was no bar in entering into sale deed. if today seller is refusing to rgister property fle suit for specific performance .it is necessary to go through the notarised GPA and affidavit
