High rent demanded by landlord

a person lives in a room in a chawl of pagree system.
the landlord stopped collecting rent in 2009.
now in 2012 he demands rent more than the rent which he used to collect till 2009.he is also demanding 24% interest on the rent alongwith cleaning charges(paid by tenants directly to cleaner) and rent collection charges(100/- Rs. per house)
1. Is he authorised to ask higher rent without clarification??
2. is he allowed to ask for24% interest??
3. can he ask for rent collection charges??
4. Since he is not collecting rent what can a tenant do for his safe side??

he should move court for declaration that he is tenant . deposit rent arrears in court .

if landlord has given written notice reply to him that you were willing to pay but landlord did not accept rent
