Passport for mentally challenged person

Can anyone have complete knowledge on the issue, kindly enlighten as to the manner and method for obtaining an Indian Passport by a Mentally Challenged Adult who is illiterate. Whether his Parents can make the application after affixing his Thumb Impression on the Passport Application or any other way. Further, what are the documents required, any kind of Affidavits to be Sworn in by the Parents,etc., in details. No guidelines are available from the Websites of Ministry of the Government of India and also from Psssport Offices. Therefore, this request for urgent help please. THANKS IN ADVANCE.

There is no prescribed procedure meant for the given case. It is advised to personally visit passport office and obtain physical information therefrom.

Yes along with necessary medical certificates, parents can apply for the mental disorder child.

This query was specifically addressed to "THOSE WHO HAVE COMPLETE KNOWLEDGE ON THIS PARTICULAR ISSUE". However, obviously for want of adequate knowledge on the issue,experts have, so far,not been able to give definite replies to the specific questions raised by me but have given some kind of advisories. MAY I, HOWEVER, REQUEST SOMEONE HAVING SUFFICIENT KNOWLEDGE ON THIS ISSUE, TO KINDLY REPLY TO THE SPECIFIC QUERIES PLEASE. Advising to visit the Passport Office is only a short-cut answer which is known to me also, but since the Passport Office is located at a far of place, this help sought SPECIFICALLY FROM THOSE EXPERTS HAVING CLEAR DOMAIN KNOWLEDGE OF PASSPORT AUTHORITY PROCEDURES and not for any useless suggestions please.
