can i file a complaint case before the information commissioner where the rejection is incomplete, misleading and false, simultaneously with an appeal before the first appellate authority.

there is no provision in the RTI to file the complaint in this regard you can only file an appeal to the appellate authority and it will be decided by that authority the information is right or wrong or incomplete or some facts has been concealed.

You can only file appeal before the information commissioner.

go for an appeal, no specific provision for complaint is there....if you will be able to prove your case then you will be provided with desired information and fine ll be imposed upon the PIO as per law.

You can try filing a complaint under section 166 of the Indian Penal Code, 1860 provided you are able to prove.
"Section 166. Public servant disobeying law, with intent to cause injury to any person: Whoever, being a public servant, knowingly disobeys any direction of the law as to the way in which he is to conduct himself as such public servant, intending to cause, or knowing it to be likely that he will, by such disobedience, cause injury to any person, shall be punished with simple imprisonment for a term which may extend to one year, or with fine, or with both."

PIO to 1st Appeal to 2nd appeal to Commission. There is no other choices.

Unless your appeal is rejected by the appellate authority you cannot go with any complaint or petition to the Information Commissioner.
