if it is damaging to his building then it is better to cut down. If it is not damaging then inform the forest officer regarding neighbour's harrasment.

Simply ask your neighbour to get permission of the Forst Officer for you and compensate you adequately for the recurring income which you would lose on account of the fruits of the coconut, which your trees may be bearing each year.

Just for the dust, a tree cant be cut.
It is also, having a tree, one of easement.
So he cant claim to cut the tree unless it disturbs/ nuisances him.
Dust is not a nuisance
So have a negotiation with your neighbour and make some arrangement to clean the dust in his geographical area.

Maintain your coconut trees, without troubling the neighbour, enabling him peaceful enjoyment of his property. If it is causing persistent damages to your neighbour, better cut the trees which caused such damages.
