Is is possible to register sale of a shop room solely on the basis of a sanctioned plan even before construction has started?If so, is it mandatory for the owner to be present in registry office during registration?

No it is not possible to register, however you may enter into an agreement for sale and register the same.

Agreement of sale you can execute but not sale deed.

Once the Agreement for sale is executed and registered, thereafter after the construction of the shop according to the plan, you can execute the Sale Deed.
