Claiming Ancestoral Rights over land/property

I have a cousin who has spent most of the last 40 yrs in Africa and Europe but her father was sending money every year to India to buy land and agri land. Her father has been dead now for at least 18 yrs and recently her husband died abroad.
Now she is wanting to move back to India and claim her deceased fathers inheritence of whatever share is hers. Her cousins(fathers briothers sons) in India are not being co-operative and say that the dead father did not want to give any share to his offspring although the daughters sons where told by their maternal grandfather when alive that they could live at the farm and land in India whenever they wanted.
she has not got any idea of the legal proceedures of India and so cannot file any case or such. What is the best advice any of the experts can give.

First it needs to be seen in whose name those property ware purchased out of the money sent by that lady. If those were purchased in her name or in the name of her father then she should not face much problem to lay claim upon those. The problem would arise if the properties were found to be in the name of her other relatives. SO first let me know the nature and status of those properties so that a clear legal advice could be put forth.

now she is in India, where can she find out if her fathers name is still on any properties or farmland?

she has no Plot number or Survey number. nobody cooperating when trying to find out if dead father had land.
