Can i sell non-utilizable fsi on plot i own in mumbai?

(Querist) 14 August 2017 This query is : Resolved 
I own a plot of land ad measuring 1000 Sq. Ft.

As per DC rules, I can use FSI of 2.5 (ie 2500 sq ft)

Due to building rules, I can actually use only 1800 sq ft.
QUESTIONS:
1. Can i sell the balance 700 sq ft (2500 minus 1800) s fsi in Mumbai?
2. How is the same documented?
3. Where does it reflect on government portal (property card / MCGM?0
